Clark County
- Clark County requires a permit to replace a water heater, from the building department in your jurisdiction. Water heater permits are available online.
- A homeowner may replace the water heater at their primary residence. A rental property needs a licensed contractor because the county treats rental property as commercial.
- A homeowner may pull the permit and hire a licensed contractor to work under it, but the permit holder becomes the responsible party for the installation and inspections.
- In a garage, the water heater must sit on a stand at least 18 inches from the floor to the burner or element.
- Where a leak could damage other parts of the building (for example second floor patio closets, furred areas and under counter installs), a pan is required with a separate drain line of at least 3/4 inch to the outside.

City of Las Vegas
- The City of Las Vegas requires a permit to install, move, remove or replace any water heater. Homeowners may get it for their own primary residence; rentals and second homes need a contractor.
- Two seismic straps attached to framing, within the upper and lower thirds of the tank, with 4 inches of clearance above the controls at the lower strap.
- The temperature and pressure relief drain runs outside (or to the drainage system by an air gap) and ends between 6 inches and 2 feet above the ground, pointing down.
- A gas shutoff within 6 feet of the appliance, a sediment trap, maintained water pipe bonding, an electrical disconnect for electric units, and a listed expansion tank where a check valve or backflow device is present.
- A final inspection is required; request it at least one day ahead at 702-229-6914 or online.
